Capitals of first-level administrative units (states, provinces, regions): the capital Wikidata records for the unit (P36), else the seat GeoNames records for it (PPLA); a second, summer or winter capital is left out. A national capital is in only where it is also its unit’s seat (Canberra for the Australian Capital Territory, Brasília for the Federal District), not where the unit has another capital (Ottawa: Toronto; Amsterdam: Haarlem). Population of the metro area: the city and the places continuously built up around it, as Thomas Brinkhoff’s Major Agglomerations of the World (citypopulation.de) counts them from censuses projected to 1 January 2026, the list most rankings use. It covers every agglomeration of 1 million or more; below that, a city ranks by its urban centre in the United Nations’ World Urbanization Prospects 2025 at 1 January 2026 (every city of 300,000 or more and every capital, counted by the Degree of Urbanisation on a 1 km grid), and a smaller city by its city-proper figure. A city inside another city’s metro area ranks on its own only where it has an urban centre of its own (Pretoria, Shenzhen); one without (Giza, in Cairo’s) is not ranked.
