It covers every agglomeration of 1 million or more; below that, a city ranks by its agglomeration in the United Nations’ World Urbanization Prospects 2018 (every one of 300,000 or more, from national censuses), and a smaller city by its city-proper figure. A city inside another city’s metro area (Giza in Cairo’s, Pretoria in Johannesburg’s) is not ranked on its own.
