Japan’s own list of its cities: the population of each municipality as Statistics Bureau of Japan (Ministry of Internal Affairs and Communications) counts it (2025 Population Census, basic complete tabulation, final results, table 1-1: population by municipality, 1 October 2025), the way the country ranks its cities. A city that is not one of the list’s municipalities of 10,000 people or more is left out. Metro area, urban centre and city proper rank the same cities by the worldwide measures instead, so they compare across borders.
